    Skills Federation is pleased to announce the appointment of three exceptional leaders as Board members, strengthening our governance and strategic direction at a pivotal time for skills development across the UK.

    Tim Balcon, Chief Executive of the Construction Industry Training Board (CITB), brings extensive experience in skills policy and organisational transformation. Since joining CITB in 2021, Tim has championed initiatives to address workforce challenges in construction. His previous leadership roles at the Institute of Environmental Management and Assessment (IEMA) and the Energy & Utility Skills Council saw him deliver major reforms, including establishing the National Skills Academy for Power and securing significant investment from Ofgem. Tim’s deep understanding of qualifications reform and regulatory frameworks will be invaluable in shaping the Federation’s future strategy.

    Paul Cox, Group Chief Executive of Energy and Utility Skills Group, adds a wealth of expertise in workforce planning and sector collaboration. Leading the organisation that drives safety, competence, and growth across energy, water, and waste industries, Paul works closely with employers, training providers, and governments to align skills supply with national infrastructure priorities. His experience in governance and long-term workforce strategy will help the Federation strengthen partnerships and deliver impactful solutions for critical sectors.

    Natalie Carsey, Group Finance Director at Enginuity, brings strong financial leadership and a passion for social impact. With a career spanning senior roles in both private and not-for-profit sectors, Natalie has delivered sustainable finance strategies and organisational transformation. Her previous roles include Chief Operating Officer at the RSA and Finance Director for the Sector Skills Council for Creative Industries. Natalie also chairs the Federation’s Finance and Risk Committee, ensuring robust governance and financial resilience.

    These appointments mark an exciting chapter for Skills Federation as we continue to champion collaboration, innovation, and excellence in skills policy and delivery. Tim, Paul, and Natalie’s combined expertise will strengthen our ability to respond to evolving workforce challenges and seize opportunities for growth across industries.
